Facebook has released new details on its plan to establish an independent oversight board, which it says it will have its first members by year-end.
The firm today published a charter to establish ‘membership, governance and decision-making authority,’ revealing insight on how it will be structured and who will have the final say.

In a letter accompanying the charter’s release, CEO Mark Zuckerberg revealed that decisions made by the board are ‘binding,’ meaning even he won’t have to power to overturn.
The board will rule on thorny content issues, such as when a Facebook or Instagram post constitutes hate speech.

The panel will be able to make binding rulings on whether posts or ads violate the company's standards.
According to the charter, the board will weigh factors such as severity, scale, and public discourse as it makes its decisions regarding content.
